Evelyn Goldberg Briggs Memorial Library
Any person residing or owning property within the Northern Waters Library Service area is eligible to apply for a library card at the Evelyn Goldberg Briggs Memorial Library. If the person is a part-time resident of the area, he or she must provide a permanent address where overdue notices and bills may be sent. The initial card is free; replacement cards are available for a cost of $1.00. Adult applicants (18 and older) must present a valid drivers’ license or other state-issued picture identification and a piece of mail with their current mailing address on it (if the ID does not have the current address). Children under age 14 must be accompanied by a parent or other adult willing to take financial responsibility for materials checked out in the child’s name. The parent or adult must present proper identification.
Wisconsin residents and Wisconsin property owners will received a free library card. All other state residents may purchase an annual library card at the cost of $20 per year.
An Evelyn Goldberg Briggs Memorial Library card may be used at any library within the Northern Waters Library Service area.
Patrons with Northern Waters Library Service library cards may use the Wisconsin Public Library Consortium site to check out and request e-books, e-audiobooks, and e-videos through Overdrive’s software. Only patrons who live, work, or go to school in Wisconsin are eligible for this service.
Books, books-on-tape, books-on-CD, music CDs, puppets, magazines – three (3) weeks
One-to-three-disc DVDs (excluding TV seasons) – one (1) week
Four-or-more-disc DVDs and all TV seasons – two (2) weeks
- DVDs from libraries other than Evelyn Goldberg Briggs Memorial Library may not have the same loan periods
Interlibrary loan items – same as local library items, except DVDs (all ILL DVDs are one week)
Laptop computers – two (2) hours (laptop computers may not leave the building)
Digital projector – two (2) days
Renewal requests can be made in person, over the phone, or through the library’s web page http://merlin.nwls.wi.us.
Items belonging to the Evelyn Goldberg Briggs Memorial Library or any of the Merlin Consortium libraries may be renewed twice, unless another patron has requested them.
Interlibrary loan items may or may not be renewed based on the discretion of the lending library. Check with library staff to see if renewal is possible on these items.
Requests can be placed on all circulating material belonging to the Evelyn Goldberg Briggs Memorial Library and members of the Merlin Consortium. Requests can be placed in person, over the phone, or online. Patrons will be notified by phone, e-mail, or mail when their requested items are available. Items will be held for pickup for approximately one week.
Wisconsin residents may use Interlibrary Loan to request materials that are not available within the Merlin Consortium. A form is available at the circulation desk for requesting these items.
A patron may only have ten (10) DVDs checked out on his or her account at any one time. This includes both DVDs belonging to the Evelyn Goldberg Briggs Memorial Library and those belonging to any other libraries within the Merlin Consortium as well as DVDs requested through Interlibrary Loan. A DVD is considered one unit with its own barcode. This policy does not apply to VHS tapes.
Evelyn Goldberg Briggs Memorial Library does not give out information from a patron’s account to anyone without a valid court order. The exception to this policy is made for patrons who owe $100 or more in non-returned Evelyn Goldberg Briggs Memorial Library items. Those patrons’ names and are turned over to local law enforcement for further collection attempts, and additional legal action may be taken to recover non-returned items. Patrons’ rights to privacy concerning what they read and view are protected by the following Wisconsin Statute: 43.30 Public Library Records.
The patron is responsible for all items checked out on his or her card. The patron must notify the library immediately if the card is lost or stolen. Charges against an unreported lost or stolen card are the responsibility of the patron. A duplicate card may be issued for a fee of $1.00.
Patrons whose cards are blocked for non-returned items or overdue fees may only use another patron’s card to check out items if that patron is present in the library and informs the library staff that this is acceptable. The patron whose card is being used assumes responsibility for all items checked out on his or her card.
Adult patrons with blocked library cards may not check out [adult] materials on a child’s card, whether the adult is the responsible party or not.
Change of Address Notification:
Patrons are asked to promptly notify the library of any change of address, phone number, or e-mail address.
Patrons are expected to return materials on time and in good condition or promptly pay fees incurred.
A replacement fee will be charged for items that are lost, non-returned, or damaged beyond the library’s ability to continue circulating them.
Fees for damaged materials will be determined at the discretion of the circulation staff on a case-by-case basis. Some examples include books and other items that are wet, torn/chewed, dirty, stained, weather-damaged, or smelly.
Patrons also have the option of replacing a lost or damaged item with a new copy or a good-quality used copy. If patrons wish to do this, they must notify library staff of their intention and bring in the replacement copy within a reasonable amount of time. Patrons may also request that the Library Director order a replacement copy and adjust the amount due on their record.
Materials that include more than one piece will be billed according to how the missing item can be replaced. For example, a book-on-CD missing one disc would be billed for the missing disc only, unless a single disc replacement cannot be obtained.
The library will not issue refunds for lost and paid items if the patron subsequently finds the item and brings it in. The patron has already paid for the item and may keep it or donate it back to the library.
Overdue notices are sent out by phone or e-mail when materials are one week past the due date. At two weeks, a second notice is sent. At four weeks, the patron is billed for the replacement cost of the item. If the item is returned, no fees need be paid, unless the item is incomplete or damaged beyond the library’s ability to continue circulating it. If this is the case, the item must be replaced as any other damaged or lost item would be.
Patrons are expected to rewind books-on-tape before returning them.
There is a book drop located outside of the library near the gazebo for the convenience of patrons. Borrowers are responsible for materials checked out to them until the items are checked in inside the library. Materials returned in the book drop when the library is closed will usually be checked in on the next day that the library is open. Patrons need to make sure items have dropped down inside the book drop and not use it if it is full.

The mission of the Evelyn Goldberg Briggs Memorial Library is to provide quality materials and services that fulfill the educational, informational, cultural, and recreational needs of the entire community in a manner that is fiscally responsible and with an atmosphere that is welcoming and respectful.
The general goals of the Evelyn Goldberg Briggs Memorial Library are:
1. To serve all residents of the community and surrounding region.
2. To acquire and make available to all residents of the above area materials and services which will address their needs to become well informed, locate answers to important questions, cultivate the imagination and creative expression, develop skills for career and vocational advancement, and enjoy leisure by means of reading and other media services.
3. To establish and maintain clear, accurate communication with the municipality, organizations, and residents of the library community.
4. To acquire the means to provide the most frequently requested material locally and upon demand.
5. To maintain a program of service which locates information, guides reading, organizes and interprets material for people of various backgrounds, and stimulates thinking and intellectual development in individuals of any age.
6. To strive consistently to discover new methods and improvements for better service for the library's customers.
7. To review regularly these goals of the Evelyn Goldberg Briggs Memorial Library and, if necessary, revise them in light of new developments.
The Iron River Public Library is closed each year on the following days. These holidays are set in conjunction with the official holiday dates of Bayfield County.

IRON RIVER PUBLIC LIBRARY
We WILL accept:
- Fiction and non-fiction books in clean condition
- DVD and Blu-Ray discs
- Books-on-tape and books-on-CD
- Music CDs
We WILL NOT accept:
- Books NOT in clean condition (dirty, torn/bent, smelly, stained, scribbled in, have been wet)
- Hardcover books that are missing their dust jackets
- Encyclopedias (either in sets or individually)
- Old medical books (older than 10 years ago)
- VHS tapes
Please sort all donations prior to bringing them to the library to remove unacceptable items. If you have any items you are not sure about, please ask the library director before bringing them to the library.
The library reserves the right to refuse items.
Policy on Public Use of the Internet
and Acceptable Internet Standards
To fulfill its mission of providing quality materials and services that fulfill the educational, informational, cultural, and recreational needs of the entire community, the Evelyn Goldberg Briggs Memorial Library provides access to Internet resources. The Internet offers access to many valuable local, national and international sources of information. However, some information found on the Internet may be inaccurate, incomplete, dated, or offensive to some individuals. A good information consumer must evaluate the validity and appropriateness of information found.
Choosing and Evaluating Sources
The Internet is a series of communication linkages leading to a highly diverse array of information content. Library patrons use it at their own risk. In choosing sources to link to from its home pages, the Library follows its materials selection guidelines. Beyond this, the Library is not responsible for the content of the Internet, changes in content of the sources to which the Library home pages link, or for the content of sources accessed through secondary links. In an effort to assist its users, the Library will be creating Web sites for the general population, for teens and for children to help guide them to sources that are accurate, complete and current and that provide them with a wealth of information on the local, national and global level. In addition, the Library will eventually provide training for members of the public to assist them in using the Internet in a safe, effective and efficient manner.
Access by Minors
Parents or legal guardians must assume responsibility for deciding which library resources are appropriate for their own children. Parents or legal guardians should guide their children in use of the Internet and inform them about materials they should not use. Parents or legal guardians of minor children and children are encouraged to read Child Safety on the Information Highway and My Rules for Online Safety.
While the Library affirms and acknowledges the rights and responsibilities of parents and guardians to monitor and determine their children's access to Library materials and resources, including those available through the Internet, the Library has taken certain measures designed to assist in the safe and effective use of these resources by all minors.
a. To address the issue of access by minors to inappropriate material on the Internet, including material that is harmful to minors, the Library is planning to:
i. Develop and maintain special web sites for children and teens;
ii. Develop and provide training programs on safe and effective Internet use;
iii. Encourage staff to guide minors away from materials that may be inappropriate; and,
iv. Distribute a handout entitled "The Internet: A Parent's Guide."
b. To address the issue of the safety and security of minors when using electronic mail, chat rooms and other forms of direct electronic communications, as well as the unauthorized disclosure, use and dissemination of personal identification information regarding minors, the Library will be providing handouts and training programs. The Library also urges minors to keep in mind the following safety guidelines:
i. Use chat rooms only with parental permission and guidance.
ii. Never give out identifying information such as home address, school name, or telephone number.
iii. Let parents or guardians decide whether personal information such as age, marital status, or financial information should be revealed.
iv. Never arrange a face-to-face meeting with someone via the computer without parents' or guardians' approval.
v. Never respond to messages that are suggestive, obscene, threatening, or make one uncomfortable.
vi. Have parents or guardians report an incident to the National Center for Missing and Exploited Children at 1-800-843-5678 if one becomes aware of the transmission of child pornography.
vii. Remember that people online may not be who they say they are.
viii. Remember that everything one reads may not be true.
c. To address the issue of unauthorized access, including so-called "hacking," and other unlawful activities by minors online, minors and all other Library users are hereby advised that use of the Library's computers for hacking or any other unlawful activity is strictly prohibited.
Public Users' Security
Users should be aware that the Internet is not a secure medium and that third parties may be able to obtain information regarding users' activities. However, The Evelyn Goldberg Briggs Memorial Library will not release information on the use of specific Internet resources by members of the public except as required by law or necessary for the proper operation of the Library.
Software exists on library workstations that erases users’ activities when the workstation is restarted or when users log off. Therefore, for minors’ safety and users’ security, users must log off from workstations when they complete their work.
The Library reserves the right to take appropriate action to insure compliance with this policy.
Guidelines on Access to Information
The Evelyn Goldberg Briggs Memorial Library is guided by the following American Library Association statements on access to information:

• Interpretation of the Library Bill of Rights: Free Access to Libraries for Minors and Access to Electronic Information Services and Resources
In general, the Library is guided by a commitment to access to information policies that provide appropriate protections to its patrons while being consistent with the Library's longstanding commitment to the principles of free expression as set forth in the First Amendment to the United States Constitution.
Acceptable Use Standards for Internet and IMCPL Computers
All electronic traffic originating from the Evelyn Goldberg Briggs Memorial Library Internet Connection shall be in accordance with these Acceptable Use Standards. Failure to abide by these standards may result in the loss of Internet, computer, and Library privileges.
Use of the Library's computers shall be guided by the following principles:
1. Respect for the privacy of others.
2. Attention to the legal protection provided by copyright and license to programs and data.
3. Consideration for the security and functioning of computers, computer networks, and systems.
4. Library staff may limit PC access time if other library patrons are waiting for access to PCs.
5. Library staff may extend PC access time to accommodate specific needs.
1. It is not acceptable to use the Evelyn Goldberg Briggs Memorial Library Computers for any purposes that violate U.S. or state laws, to transmit threatening, obscene or harassing materials, or to interfere with or disrupt network users, services or equipment. Disruptions include, but are not limited to: distribution of unsolicited advertising, propagation of computer worms and viruses, tampering with computer or network security, and using the network to make unauthorized entry into any systems accessible via Library computers. Illegal acts involving the Library's computers may be subject to prosecution by local, state or federal authorities.
2. Users may not represent themselves as another person.
3. Users shall not develop programs that harass other users or cause harm to other computer systems. Examples of such programs are computer "viruses" and "worms."
4. It is assumed that information and resources accessible via the Library's computers are private to the individuals and organizations that own or hold rights to those resources and information, unless specifically stated otherwise by the owners or holders of those rights. It is therefore not acceptable for an individual to use the Library's computers to access information or resources unless permission to do so has been granted by the owner or holder of rights to those resources or information.
5. Malicious use is not acceptable. Use of the Evelyn Goldberg Briggs Memorial Library Internet Connection and any attached network in a manner that precludes or significantly hampers its use by others is not allowed.
6. Unsolicited advertising is not acceptable.
7. Computing resources shall not be used to access pornographic materials.
8. No purchase may be made via the Internet Connection. There is no security for credit card numbers or account numbers in the Library's software.
Violations may result in loss of access. Unlawful activities will be dealt with in an appropriate manner. The Library expressly disclaims any liability or responsibility arising from access to or use of information obtained through its electronic information systems, or any consequences thereof.
Policy Subject to Revision
The Library's "Policy on Public Use of the Internet" may be revised from time to time.
This Internet Policy was developed from several existing policies in place at public libraries in the United States. The Evelyn Goldberg Briggs Memorial Library thanks the Northern Waters Library Service, the New York Public Library and the Marion County Library for their pioneering efforts in preparing Internet Policies.

Data Privacy & Confidentiality of Records
This confidentiality extends to information sought or received. Information includes, but is not limited to: materials consulted, borrowed, and acquired; database search records, circulation records, and interlibrary loan records; and other personally identifiable uses of library materials, facilities or services. The Library supports the principle of freedom of inquiry for all its customers, and has adopted this policy to protect against unwarranted invasion of customers’ personal privacy.
The Library secures library account information by placing it on the secure portion of the Library’s website. That is why customers have to enter a unique barcode number each time they want to access their account information.
During your visit as you browse through the web site, read pages, or download information, the Evelyn Goldberg Briggs Memorial Library will not automatically gather and store information about you or your visit. Northern Waters Library Service may automatically collect and store information about your visit as follows:
1. The Internet domain (for example, "xcompany.com" if a private Internet access account, or "aschool.edu" if connected from a university) and IP address (an IP address is a number that is automatically assigned to a computer whenever it is surfing the Web) from which access to our web site is gained;
2. The type of browser and operating system used to access the Library’s site;
3. The date and time of access to the Library’s site;
4. The pages visited and for how long; and
5. The address of the website from which the initial visit to ironriver.wislib.org was launched, if any.
Northern Waters Library Service uses this information to help make the library’s site more useful to visitors and to learn about the number of visitors to our site and the types of technology our visitors use. The data that is collected is not connected to your personal information or identity.
Links to Other Sites
The Library’s Website contains links to other sites. The Evelyn Goldberg Briggs Memorial Library is not responsible for the privacy practices of other sites, which may be different from the privacy practices described in this policy. We encourage you to become familiar with privacy practices of other sites you visit, including linked sites.
Customer Circulation Records
The Library does not use a paper process to collect and track customer circulation records. It is done electronically. The Library maintains information provided by our customers from the information they provide when they register for a library card. When an item is checked out, that item is then tied to that customer’s record in the library’s system. After that library material is returned to the library, the link between the customer and the material is broken – the Library’s system does not retain information on what materials were taken out by whom unless it is necessary to contact customers who have returned items that are damaged or missing parts.
The Library’s computer system has a logger file for technical purposes that logs every transaction in the system to ensure that if there is a data corruption or a system problem, the Library can rebuild the data from the logger file. All of that data is purged through the Library’s data processing back up process on a 60-day cycle.
For site security purposes and to ensure that this service remains available to all users, Northern Waters Library Service uses software programs to monitor network traffic to identify unauthorized attempts to upload or change information or otherwise cause damage.
Unauthorized attempts to upload information or change information on this service are strictly prohibited and may be punishable under the Computer Fraud and Abuse Act of 1986 and 18 U.S.C. Sec. 1001 and 1030. Except for the above purposes, no other attempts are made to identify individual users or their usage habits.
Confidentiality of Library Records Policy
The relevant Wisconsin laws concerning the confidentiality of library records are Wisconsin Statutes Section 43.30, Wisconsin Statutes Section 43.40, the Wisconsin Personal Information Practices Act (Sections 19.62 to 19.80), and Assembly Bill 169 which relates to the disclosure of public library records.
Under Section 43.30, library records that indicate the identity of any individual who borrows or uses the library's documents or other materials, resources or services may only be disclosed:
(1) with the consent of the individual library user
(2) by court order
(3) to persons acting within the scope of their duties in the administration of the library or library system, or
(4) to other libraries (under certain circumstances) for interlibrary loan purposes [see ss. 43.30(2) and (3)].
Under Section 43.40, upon the request of a custodial parent or guardian of a child under the age of 16, the library will disclose to that custodial parent or guardian all library records relating to the use of the library’s documents or other materials, resources, or services by that child. In accordance with that State law and in order to keep policies consistent for parents of minor children, the library will disclose all library records relating to the use of the library’s documents or other materials, resources, or services by any child under age 18 upon a custodial parent’s request.
Under AB-169, Wisconsin’s Personal Information Practices Act (Sections 19.62 to 19.80) all state and local government organizations (including public libraries) are required to develop procedures to protect the privacy of personal information kept by the organization. Libraries (and all other government organizations) are required to develop rules of conduct for employees involved in collecting, maintaining, using, and providing access to personally identifiable information.
Under AB-169, libraries are also required to ensure that employees handling such records "know their duties and responsibilities relating to protecting personal privacy, including applicable state and federal laws." Therefore, access to The Library’s customer database and circulation records is limited to qualified staff and trained volunteers, who must read and agree (by signature) to follow The Library’s Confidentiality of Library Records Policy and not divulge circulation, registration, information retrieval records, or any other information, including borrowing needs of customers, which may be requested by a third party for whatever reason.
The Evelyn Goldberg Briggs Memorial Library recognizes that law enforcement agencies and officers may occasionally believe that library records contain information which may be helpful to the investigation of criminal activity. If there is a reasonable basis to believe such records are necessary to the progress of an investigation or prosecution, the American judicial system provides the mechanism for seeking release of such confidential records. Library staff will resist the issuance of any such process, order, or subpoena until such time as a proper showing of good cause has been made in a court of competent jurisdiction. Library records will not be made available to any agency of state, federal or local government except pursuant to such process, order or subpoena as may be authorized under the authority of, and pursuant to, federal, state, or local law relating to civil, criminal, or administrative discovery procedures or legislative investigatory power. The exception to this is for federal agents with an appropriate warrant per Public Law 107-56 “USA Patriot Act.” In such a case, no delay is possible and library staff is prohibited from informing the customer in question.
Records indicating the identity of library users include a library users name, library card number, social security number, telephone number, street address, post-office box number or 9-digit extended zip code.
Records held by the library that include personally identifiable information about library users may also contain information that must be provided to those who request that information, as required by Wisconsin’s public records law. Personally identifiable information about library users must be redacted from any records that are publicly disclosed, except as the records are disclosed under one of the four exceptions provided by Section 43.30 (see above).
The Library reserves the right to change or modify this privacy statement at any time. If the Library revises this privacy statement, changes will be posted on the Library’s homepage.
